In 2001, a severe storm hit the Portuguese islands, causing a ship from Venezuela to wreck off the coast of Rabo de Peixe, causing locals to steal the bales of cocaine, mistaking them for flour and sugar, and use the drug to fry fish or sweeten desserts. This incident led to healthcare breakdowns and a drug addiction that is still going strong.
